Sensible defaults are offered per gateway when you add a rule, and they are a starting point rather than a claim. Real rates depend on your country, your plan and whatever you negotiated, so the fields are editable and the figure you enter is the one that prices your orders.

The number worth checking them against is your own payout report: total fees over total charged volume for a month gives your true blended rate, which is almost always a little above any headline figure.
