How do shipping zones work?
You define the zones, each one a name and the countries it covers, and they are resolved first match. One catch-all zone always exists and cannot be deleted, so no order is ever left unpriced.
Each zone carries its own weight brackets. Pick and pack, packaging and return processing sit alongside the rate card and apply on top.
